Planning Policy - the Local Plan
The Local Plan is used to guide the Council’s day-to-day planning decisions and explains what type of development will normally be allowed and where. It was adopted by the council in Feb 2000 and substantially saved on 27th September 2007 with the exception of a small number of policies which are detailed in the attachment below.
The Local Plan is available below. Planning applications are assessed against the policies set out in this Local Plan and in the Interim Policies provided at the bottom of this page.
Every effort has been made to ensure that the electronic version of the Local Plan accessible through the link below is as similar to the definitive paper version and is as accurrate as possible. However the appearance of the Proposals Map and boundaries may be slightly different due to limitations of electronic displays. Please note that this plan may be subject to change and as such if users are in any doubt about the content of the map please verify the information by referring to the Council and/or the publiched paper edition.
The Local Plan is currently being reviewed, following a timetable set down in the Local Development Scheme, which can be viewed on the Local Development Framework webpage. Any representations can be made in writing or via the website but must reach the team by 19th December 2008.In the meantime, the law requires that decisions on planning applications made should be in accordance with the adopted Local Plan, although other important circumstances can affect the final decision.
The Development Plan is not a single plan. The South Ribble Local Plan, together with the Lancashire Structure Plan, the Lancashire Minerals and Waste Local Plan and the Regional Spatial Strategy for the North West collectively form the Development Plan for South Ribble.
The Regional Spatial Strategy (RSS) sets the over-riding strategy for the Development Plan. The current RSS was adopted in March 2003, and is known under its old name of the Regional Planning Guidance (RPG) for the North West. It will be replaced in late 2007 by a new RSS, which is currently being finalised. Substantial change to the existing RSS is proposed, which will have a significant impact both on the operation of the current Local Plan, and on the content of the future Local Development Framework for South Ribble.

The effectiveness of the Local Plan is assessed in the Annual Monitoring Report. This includes the results of annual surveys, such as the housing land, employment land & retail surveys.
