Planning Consultations

Our hope is for as many individuals and organisations as possible to participate in the production of the Central Lancashire Core Strategy and the South Ribble Site Allocations/Development and Management Policies DPD. This will ensure that everyone's needs and wishes are identified and a balanced approach is taken to future development of the borough.

Community Infrastructure Levy

PRELIMINARY DRAFT CONSULTATION

The Community Infrastructure Levy (CIL for short) is a new way that developers can be required to fund infrastructure - such as transport, education, health and open space facilities.  The levy will partly replace and partly be in addition to developer contributions to providing infrastructure made under Section 106 of the Town and Country Planning Act 1990.

The three District Councils in Central Lancashire  - South Ribble, Preston and Chorley are working together to bring in the levy but they will be separate CIL charging authorities, so will adopt separrate charging schedules listing the levy charges rates.  However, at this first consultation stage the proposed charge rates are the same for each district.  There are discretionary aspects to the CIL and comments on these are also sought.

CONSULTATION ON A NEW PLAN FOR THE BOROUGH

Preferred Options -

Site Allocations and Development Management Policies Development Plan Document

The Council are currently producing a new Local Plan for the borough; this is the Site Allocations and Development Management Policies Development Plan Document.  It sets out the Council's proposed uses for land in the borough, and includes the proposed Development Management policies which will guide decisions on future planning applications.

An earlier consultation in respect of the issues and options version of this document took place between December 2010 and January 2011.  Views were sought on around 200 site suggestions that had been put forward by developers and landowners.  These sites were put forward for potential new housing, employment, green spaces and transport infrastructure uses.

The Council has now assessed these site suggestions, (including carrying out a Habitats Regulation Assessment and Sustainability Appraisal) and the feedback we received from the earlier consultation and is now proposing around 100 sites to be allocated for various uses/protection.  We are now giving you the opportunity to comment on these sites and the proposed development management policies within the document.

Error / Amendment within the Site Allocations document– Land classified as South of Bannister Lane / North of Heatherleigh, Farington Moss on pages 28, 30 and 38 should read - Part of Land North of Bannister Lane and North of Heatherleigh, Farington Moss.

This Greenfield site measures 21.3 ha, and is bounded to the west by Schleswig Way, the east by Croston Road and the south by Heatherleigh. The site is currently in agricultural use and is divided into smaller parcels by mature hedgerows.  It is allocated as Safeguarded Land under Policy D8 of the South Ribble Local Plan with part of the site being defined as Best and Most Versatile Agricultural Land. It is also constrained by overhead power lines.  On-site constraints as referred to above can be addressed in the layout and design of the development. The site is considered to be appropriate for residential development due to its location on the edge of the urban area.

Proper planning of the area coupled with the size of the site, means there needs to be a comprehensive development and to secure this a masterplan will be required. It is intended that access to the site should be from Heatherleigh and/or Croston Road, and that there should be no direct vehicular access from Bannister Lane. Section 106 or CIL contributions from the development would contribute towards local infrastructure improvements.

Consultation on Policy C4- BAE SYSTEMS SAMLESBURY  

Within the Preferred Options Site Allocations document Policy C4 - BAE SYSTEMS SAMLESBURY was intentionally left blank as the Council were awaiting information in terms of an Enterprise Zone bid that had been submitted for this site.

Recently the Chancellor of the Exchequer announced that an Enterprise Zone bid for Samlesbury had been approved. In line with this decision, a policy has now been formulated, which protects the strategic designation of the site including the BAECore area and its operations and supports the delivery of the Enterprise Zone, including the necessary green belt release (The Enterprise Zone status and Green Belt release is conditional based on current Government decisions).

BAESystems, Samlesbury has been an important Strategic Site for many years and is allocated in the current South Ribble Local Plan and identified in the submission version of the Central Lancashire Core Strategy as a site which is strategically significant.  

The site currently supports the local economy providing local employment opportunities and investment due to its specialised activities. However under the Enterprise Zone status it has the capability of stimulating economic growth in Central Lancashire, the wider Lancashiresub region and nationally, with the potential of attracting significant inward investment of an international scale.

Consultation on Policy C4 starts from 21st November 2011 and closes on 13th January 2011 at 5 pm.
