Driver Renewal Guidance

Renewal of Hackney Carriage and Private Hire Driver's Licences Renewal Guidance from 1 st May 2019


Licence holders must ensure that they submit an application to renew their licence before the current licence expires. If not, the licence will lapse and a full new application will be required. You will be expected to pass an on-line CSE Safeguarding training at a cost of £5 (You will require a valid email address to complete this training) as part of your application.

To apply to renew a Hackney Carriage or Private Hire Driver's Licence all applicants must submit the following.

A. Complete the on-line application form and declaration of convictions. http://southribble-ss.achieveservice.com/service/Taxi_Licence_Application

B. Declare all motoring and criminal offences that you have ever been convicted or received a caution for. When you bring your driver's licence and any supporting documents into the Council Offices you will be asked to counter sign your online submission.

C. Full UK Driving Licence

D. (DBS) Enhanced Disclosure and Barring Service Certificate (If required) or proof you have signed up to the DBS update service. (Once you have obtained your DBS certificate you must sign up to the DBS Update Service within 19 days of the DBS issue date. You will need to pay a fee of £13 to register initially and then an annual payment of £13 by Direct Debit. To sign up - please visit Gov.uk website).

E. Provide an up to date passport sized photograph, if your appearance has changed.

F. DVLA Summary performed by The Council's Gateway Service

Driver fee: £175
DBS Certificate: £60

Application paperwork and all expired licences must be returned to the Licensing Authority. An appointment is not necessary, although you may have a slight wait for the next available Gateway Officer.

The Licensing Unit aims to process complete, valid applications within 4 working days. We do not send licences out in the post. Once granted, licences will be available for collection from the Councils Gateway team. You may wish to ring the Licensing Office to confirm that your licence is available for collection.

The Licensing Authority reserves the right to refuse to automatically renew applications, where issues come to light that would question the fitness or propriety of an applicant.
