Annual CIL Rate Summary

In accordance with Regulation 121C of the Community Infrastructure Levy (CIL) Regulations 2010 (as amended), South Ribble Borough Council (as a CIL Charging Authority) is issuing this Annual CIL Rate Summary effective for the calendar year 1 January 2023 until 31 December 2023.

South Ribble Borough Council's CIL Charging Schedule was approved on 24 July 2013 and took effect on 1 September 2013.

The amount of CIL chargeable at a given relevant rate (R) must be calculated by applying the following formula.

(R x A x IP)/IC

Where:

A = the deemed net area chargeable at rate R;

IY = the index figure for the year.  For planning permissions granted in the calendar year 2023, the Royal Institute of Chartered Surveyors (RICS) CIL index to be applied is 355.  For 2024 this figure is 381.

IC = the index figure for the year in which the charging schedule containing rate R took effect.  In accordance with paragraph 1(5) of Schedule 1, the BCIS Index applicable for the year 2013 is 224.

IP = the index figure for the year in which planning permission was granted.   The date that planning permission first permits development is set out in Regulation 8 of the Community Infrastructure Levy Regulations 2010 (as amended).  For planning permissions granted in the calendar year 2023, the Royal Institute of Chartered Surveyors (RICS) CIL index to be applied is 355.  For 2024 this figure is 381.
